2023 Climate Action Plan
The public release of Hayward’s Climate Action Plan (CAP) and California Environmental Quality Act (CEQA) Greenhouse Gas (GHG) Emissions Thresholds is a crucial step in the City’s efforts to mitigate communitywide GHG emissions that contribute to climate change. The Draft CAP and CEQA GHG Emissions Thresholds and Guidance Report is now available for public review. The public review period is open from October 5, 2023 to November 14, 2023. 2023-2031 Housing Element

The Draft Housing Element was adopted by Hayward’s City Council on February 7, 2023. The City received comments from the State Department of Housing and Community Development on April 10, 2023. Based on the comments in HCD’s letter and subsequent correspondence, the City prepared non-substantive updates to certain sections of the Housing Element on the adopted version and resubmitted the final updated version to HCD on June 7, 2023. On July 27, 2023, HCD certified the City’s updated Housing Element. Please see the City’s website for links to the adopted, certified 2023-2031 Housing Element.

The City of Hayward partnered with Chabot College students to survey almost 200 Hayward residents of all ages, races, and income levels about their experiences, feelings, hopes, and issues around housing and their environment.
